A massive apartment project has been proposed at the intersection of two major Toronto roadways.
Cando Apartments has submitted an application to build four high-rise towers at 3875 Sheppard Avenue East and 2250 Kennedy Road, in the Scarborough region. The high-rises would range from 17 to 49 storeys and total 1,339 rental apartments. There also would be nearly 8,000 sq ft of retail space.
The site currently houses two rental buildings, of 13 and 17 storeys, with surface-level parking lots and vacant land behind each. The smaller building would be demolished and two new towers built in its place. Another two towers would be constructed on the vacant land. The 17-storey tower would be retained, leading to a net gain of 1,185 apartments.
The plan calls for at least some new apartments to be built before the mid-rise building is leveled. Overall, the new towers would have 101 studios and 666 one-bedroom, 385 two-bedroom and 187 three-bedroom units. Indoor and outdoor amenity space is planned for each building that will have “flexible design features that can support the needs of children and their families,” according to application materials.
Five retail storefronts are planned on Sheppard Avenue East. They would be at the street-level base of a podium connecting two of the proposed towers. Cando’s plan also calls for the creation of a new north-south road and two parks.

The property is being touted as transit-oriented, with the Agincourt GO station 500m away and multiple bus lines servicing the site. The Ontario government also has begun consultations on a subway extension along Sheppard Avenue, which would add additional transit access.
The City of Toronto is reviewing the application. Flagship Development is advising Cando on that process and project management.
