THE Victorian Civil and Administrative Tribunal has appointed former Australian Property Institute Victorian president Justine Jacono as a senior member – the first property valuer to hold that role at the tribunal.
Jacono commenced as sessional member of VCAT in 2008 and became a full time member in 2016 and has been appointed to several committees involving digital transformation projects.
VCAT President Justice Greg Garde told Australian Property Journal that Jacono joins a strong female leadership team within the tribunal.
“I am delighted to see Justine promoted to Senior Member at VCAT, especially as she is the first specialist valuer member ever to achieve this standing.
“It is very pleasing to see Justine take on a senior role within the tribunal, where we already have a very strong female leadership team. Justine joins nine existing female deputy presidents and non-sessional senior members at VCAT, and our chief executive officer and heads of division are all women.
“A very high level of integrity, fairness and sound judgement are just some of the qualities we demand of our members, who are appointed by the Governor-in-Council on the recommendation of the Attorney-General.” Justice Garde said.
Jacono told APJ that it was an honour to be the first valuer to be appointed to the senior member role.
“It is a significant milestone for the expertise of a property valuer to be recognised at a senior level within the Tribunal. I’m honoured to be the first valuer to be appointed the role of senior member and also delighted to be the first female valuer.
“VCAT has been very supportive of my skills and experience, and I’m looking forward to continuing to make a contribution to the Tribunal.” Jacono said.
Jacono was amongst the first few female valuers appointed as a Shire Valuer in Local Government.
She initiated the first launch of the return of the Revaluation 2006, and subsequently 2008, 2010 and 2012 revaluations across Victoria to promote the valuation process. Jacono also project managed 18 Specialist Guideline Papers including the technical and legislative research, implementation of taskforce and consultation of stakeholders to achieve standards adopted by industry. Furthermore, she project managed and returned eight Revaluations under Valuation Best Practice (VBP).
She later moved to private enterprise and set up a consultancy company to specialise in incorporating technology to the property industry and project management of information technology related projects including system development, data integration, implementation, testing, training and support.
In March 2015, the former API Victorian president was one of three people in the state presented with the prestigious API Meritorious Award for significant and outstanding professional participation within the industry.
Jacono served as an API board member for approximately eight years and held a number of senior positions in the API, including:
- API Victorian President – 2012 to 2014
- API National Councillor – 2014
- API Chair National Governance Committee. – 2014
- API Victorian Divisional Councillor – 2006 to 2014
- API Chair Public Relations and Marketing Board – 2009 to 2012
- API Victorian Treasurer – 2007 to 2009
- API Victorian Divisional Councillor – 2006 to 2014
- API Chair Municipal Group of Valuers – 2006 to 2007
- In August 2007, became a Fellow of the API.
As API Victorian president, she was responsible for structural and governance review of Victorian API including review of board functioning, and composition of all key positions.
